Menurutnya, masyarakat berhak protes dan melakukan gugatan kepada penyelenggara jalan ketika dirugikan akibat jalan rusak.
“Itu jelas tertuang di Undang-undang Lalu-lintas. Pasal 273 UU LLAJ, Barang siapa penyelenggara jalan yang jalan tersebut rusak sehingga mengakibatkan pengguna jalan mengalami kerugiaan, kecelakaan, atau luka itu bisa dituntut melalui class action kepada penyelenggara jalan,” ujar Siswanto, Selasa 16 Maret 2021, saat ditemui dalam aksi pengurukan sukarela jalan berlubang.

Lanjut Siswanto, meskipun demikian banyak warga yang tidak tahu hal itu. Jadi mereka selama ini hanya pasrah dengan kondisi jalan seperti ini.
“Sebagai contoh kondisi jalan di Desa Gondang-Sokawangi sudah sejak lama, dan berbulan-bulan tidak tersentuh. Dari awalnya yang lubangnya kecil karena dibiarkan akhirnya membesar dan membahayakan,” ungkapnya.
Siswanto menyarankan Pemkab melalui DPU bisa membentuk semacam unit reaksi cepat untuk memantau jalan-jalan rusak dan segera melakukan tindakan penanganan.
“Hari ini kami melaksanakan aksi nyata pengurukan jalan berlubang. Itu juga sebagai sindiran kepada pemerintah agar bergerak lebih cepat dalam menangani kondisi jalan rusak di Pemalang,” pungkasnya.
