PUSKAPIK.COM, Pemalang – ASAP pekat menyeruak di Jalan Raya Pemalang-Bantarbolang, Minggu sore 3 September 2023. Kepulan asap putih tampak membumbung tinggi di atas Tempat Pembuangan Akhir (TPA) Pesalakan Desa Pegongsoran Kabupaten Pemalang. Sore itu, penampungan sampah warga “Kota Ikhlas” terbakar hebat.
Mobil Pemadam Kebakaran (Damkar) mondar mandir menggendong ribuan liter air untuk menjinakkan api yang hampir merata di TPA seluas 5 hektare itu. Asap kebakaran yang mengepung pemukiman, memaksa warga keluar dari rumahnya. Amukan si jago merah tak main-main, asap pekatnya menghalangi jarak pandang mata.
Kali ini petugas damkar pun bekerja lebih ekstra. Mereka berjibaku memadamkan api dibantu aparat TNI-Polri, petugas Badan Penanggulangan Bencana Daerah (BPBD) dan warga. Hingga malam, amukan si jago merah tak kunjung mereda. Api makin mendekat ke pemukiman warga. Bencana ini pun naik status menjadi darurat.
Tengah malam, truk-truk tangki air Perumda Air Minum Tirta Mulia ikut dikerahkan membantu pemadaman. Api baru berhasil mereka jinakkan menjelang subuh. Namun, petugas gabungan pemadam kebakaran itu belum bisa berleha-leha. Gunungan sampah berhektar-hektar itu masih menyimpan bara di perutnya.
Pantauan puskapik.com, Senin pagi 4 September 2023, asap tebal masih berhembus dari gunungan sampah yang menghitam. Sejumlah petugas damkar tampak masih sibuk menyemprot air ke titik-titik munculnya asap. Satu unit mobil pemadam dibantu truk tangki BPBD tetap disiagakan, mengantisipasi api muncul kembali.
“Kemarin api mulai besar itu dari jam 10.00 WIB, muncul dari sebelah barat, terus merembet-merembet ke timur. Memang sudah sering kebakaran, mungkin sudah enam kali.” ungkap Agus (46), warga setempat.
Bahkan, tutur Agus, sore kemarin beberapa warga terpaksa harus pergi mengungsi ke kerabatnya lantaran tak kuat menahan terjangan asap. Satu hal yang menjadi tuntutan warga dengan adanya insiden kebakaran ini, mereka meminta TPA seluas 5 hektare ditutup total lantaran kondisinya yang sudah melebihi kapasitas (overload).
“Pengennya ya TPA tutup total. Selama ini kita enggak dapat kompensasi apa-apa. Paling baru kemarin-kemarin habis didemo disediakan petugas puskesmas. TPA kalau lagi hujan baunya minta ampun, kalau panas kebakaran.” terangnya.
Terpisah, Koordinator Lapangan (Korlap) Damkar Pemalang, Sonhaji, menyebut, kebakaran sejatinya sudah terjadi sejak Jumat lalu. Damkar terus melakukan upaya pemadaman hingga puncaknya api tak terkendali pada Sabtu. Hingga kini petugas terus bergantian melakukan pendinginan api yang dikhawatirkan masih bisa muncul lagi.
“Penyebab pastinya kami belum tahu, tapi dugaannya dipicu gas metana pada sampah. Apalagi didukung cuaca seperti sekarang ini (kemarau). Dari situ muncul asap, tertiup angin dan makin membesar.” jelas Sonhaji.
Kebakaran sampah di TPA Pesalakan, kata Sonhaji, tak seperti kebakaran-kebakaran yang ditangani damkar pada umumnya. Pasalnya, api kebakaran tumpukan sampah ini tak bisa padam sekali semprot. Petugas harus terus melakukan pendinginan agar bisa benar-benar dipastikan api telah padam.
“Karena sampah ini kayak api dalam sekam, diatas sudah enggak nyala dan cuma asap, tapi dibawahnya masih ada bara, begitu tertiup angin dia akan nyala lagi.” terang Sonhaji kepada puskapik.com.
Sementara di tempat lain, petugas kesehatan dari Puskesmas Paduraksa dan Dokkes Polres Pemalang sibuk menangani warga di Posko Kesehatan yang tersedia. Banyak warga yang mengeluhkan sesak nafas usai menghirup asap kebakaran sampah sore kemarin.
Dasiyan (53) salah satunya. Dirinya datang bersama istri dan dua anaknya untuk mengakses layanan kesehatan gratis yang disiagakan di Posyandu itu. “Yang dirasa ya batuk, sesak nafas, panas dingin, matanya perih. Paling parah semalem asap itu sampai masuk ke dalam rumah.” ungkapnya.
Kepala Dinas Kesehatan (Dinkes) Pemalang, Yulies Nuraya, mengatakan, layanan kesehatan ini disediakan pemerintah sejak berbulan-bulan lalu. Layanan gratis ini dibuka setiap hari Senin. Namun, karena situasi saat ini dirasa darurat, rencananya layanan kesehatan ini dibuka beberapa hari kedepan.
“Hari ini sudah ada sekitar 40 pasien, rata-rata keluhannya sesak nafas karena asap, terus matanya terasa pedas. Tapi sejauh ini belum ada yang dirujuk ke rumah sakit.” tuturnya.
Saat ditemui puskapik.com, Plt Bupati Pemalang, Mansur Hidayat, menyatakan keprihatinannya dengan adanya musibah ini. Menurut Mansur, kondisi cuaca yang panas jadi penyebabnya. Dalam kondisi kering ini, kata dia, kebakaran rawan terjadi. Pasalnya musibah serupa juga terjadi di Tegal beberapa hari lalu.
Meski demikian, Mansur menegaskan dirinya tak tutup mata dengan insiden ini. Pemerintah pun sampai sekarang masih terus berburu solusi. Salah satunya dengan mencari lahan baru untuk TPA, agar sampah tak lagi dibuang ke TPA Pesalakan Desa Pegongsoran.
“Warga masyarakat harus memahami, ayo bareng-bareng cari solusi. Ini memang tugas pemerintah, tapi ayo kita bareng-bareng berusaha. Kami juga lagi upaya, kemarin ke PTPN enggak diizinkan. Kita juga lagi pengadaan insinerator yang dipilah-pilah.” pungkas Mansur saat ditemui usai Rapat Paripurna DPRD.
